A Windmill loan supports the education, training, and licensing you need to advance your career in Quebec. You can use this loan to pay for tuition, exams, childcare and living expenses1 while you study.
Note: A Windmill loan cannot be used for business start-up costs and/or to pay off other debt or debt consolidation.
1 Living allowance will be assessed on a case-by-case basis.

To be eligible for a Windmill loan, you must meet all of the following criteria:

Must be currently living in Canada as one of the following:

Must have completed post-secondary education outside of Canada and/or have at least one year of pre-arrival work experience in your field.
3. Career plan
Have a clear career plan that requires funding.
4. Credit history
Must NOT have an undischarged bankruptcy, or a consumer proposal that has been active in the last 12 months.
